Abstract
With the deepening of the economic theory, public choice process of technology development, and the resulting information transmission and access fundamental changes, social organization and management mode, system design and the rules of the public option in the new requirements, the content and the resulting government governance structure may have appeared some new changes.Especially in the current sharing idea thorough popular feeling gradually, share the rapid economic development, based on the original rational man, exchange, and challenges the public choice theory premise of individualism, established in accordance with the traditional theory of public policy decision content is also facing new changes.For this reason, this article from the perspective of social total welfare system analyzes the Shared ideas and Shared economic development may produce economic effect, and the resulting possible on traditional economic and public policy choice and collective decision's impact and influence, and on the path of sharing economy and the integration of public service are analyzed, thus to make the support to share the healthy and stable development of economy of economic policy and find the theory basis for innovation support system construction, and fit the new situation, establish innovative government service requirement of the modern system of government
