Abstract
“Great reform with legal foundation” is the important content of Xi Jinping’s legal thought, and the necessary result of the transformation and reconstruction of the mode of reform promoted by the tremendous achievements through economical-social development. The theory of “great reform with legal foundation” has its epoch-distinctive nature. The formation of socialist legal system with Chinese characteristics, the realist requirement of economical transformation and development and further opening, and the enhancement of the legal consciousness of the whole society, give practical conditions for “great reform with legal foundation”. But in real performance, it is still necessary to properly settle the contradictions, such as the ones between legal stability and changes in practice, between legal lagging and requirement of ahead-time legislation, and between law-abiding and dare to break through.
