Horizontal Power Structure and Local government Responsiveness: Division and Coordination
Abstract: In the digital age, online political deliberation has become an important carrier for government-citizen interaction. In this interaction, effective response to public appeals requires the participation of multiple departments and cross-agency collaboration.Based on empirical analysis and PSM methods, this paper pays more attention to the state-centric model, analyzing how the horizontal power structure within the government shapes the responsiveness of the government. The research finds that the division of responsibilities between departments shapes government responsiveness performance;cross-agency collaboration brings better quality of response ,and the deliberative coordination provides higher quality of response.
