The Underlying Logic of Community Safety Resilience in Urban Areas Driven by Digital and Intelligent Technology
Abstract: Cities, as high-risk zones characterized by concentrated vulnerabilities, require enhanced community safety resilience driven by digital and intelligent technologies to strengthen their capacity to withstand internal and external risks. The improvement of community safety resilience in urban areas follows an underlying logic driven by digital and intelligent technologies that facilitate "actor-information" interactions. Both "actor composition" and "information transfer" serve as decisive factors in boosting community safety resilience, either individually or collectively; digital and intelligent technologies indirectly enhance resilience by optimizing actor collaboration and information flows, or by refining the synergistic relationship between these two dimensions. Based on differentiated combinations of "actor composition" and " information transfer ", four distinct types of safety resilience enhancement strategies can be identified. To promote community safety resilience in urban areas, it is critical to prioritize the deep coupling of "actor- information" dynamics, elevate collaboration among intra-sector or cross-sector actors, and leverage digital and intelligent technologies' unique capabilities-particularly in risk monitoring, early warning systems, and coordinated emergency response mechanisms.
