人和事是社会治理中最为核心的两类要素,也是社会治理体系建构的基本元素。社会治理既要关注作为社会生活主体的个人,也要聚焦各种类型的社会公共事务,相应形成了两种不同的治理创新路径。以人为中心的社会治理创新,重点是关注社会弱势群体、新就业群体以及潜在风险群体等差异化人群,通过了解民情、服务民生、动员民力以及凝聚民心,满足人民群众对美好生活的期待。而以事为中心的社会治理创新,主要是聚焦民生诉求、矛盾纠纷尤其是社会问题等各类事务,通过主动见事、高效办事、为民谋事以及实效成事,来解决人民群众急难愁盼问题。见人与见事的侧重点不同,各自的政策聚焦、技术手势、评估指标及其治理逻辑也是相异的,但又是相互联系和互为补充的,构成了建构社会治理的两种路径。推进见人见事交互融合需要加强需求与问题的精准适配,推动服务与场景的持续互嵌,实现共建共治共享的深度融合,促进温度与效度的双向赋能。见人见事既是社会治理创新的基本抓手,更是社会治理现代化的方法论,集中体现了社会治理建构的客观化逻辑和生活化转向,对于推进社会治理现代化具有重要的理论意义和实践价值。
Abstract:
People and affairs are the two fundamental elements of social governance,shaping distinct yet complementary paths of innovation.The people-centered approach targets diverse groups,including vulnerable populations,new employment sectors,and at-risk individuals,aiming to understand needs,improve livelihoods,mobilize participation,and strengthen social cohesion.The affairs-centered approach focuses on public services,conflict resolution,and social problems,emphasizing early detection,efficient action,and tangible results to address urgent concerns.While differing in priorities,tools,and evaluation criteria,both approaches are interconnected and mutually reinforcing.Their integration requires precise alignment of needs and problems,continuous embedding of services into relevant contexts,and deep cooperation in co-construction,co-governance,and benefit-sharing.Together,they form both a strategic lever and a methodological foundation for modernizing social governance,reflecting an objectivized logic and a turn toward everyday life with significant theoretical and practical implications.
