With the Help of the Constructed Markets——An Evolutionary-institutional Framework with the Basic Economic Institutions as Start Point

  • The so-called constructed markets are crystallization of the strategic and foundational markets under the basic economic institutions with Chinese characteristics,mediating the basic economic institutions and new quality productive forces.To conceptualize the constructive markets prerequisites a combination of Marxist economic theory and the insights from evolutionary economics.The existence of basic economic institutions implies in the sense of political economy that there exist two kinds of laws in the preliminary phase of socialism,which are laws of motion related to capital on the one hand,and laws related to state activity on the other.The constructed markets can be considered as the resultant of these two types of laws of motion.The main features of the constructed markets are,firstly,the state plays a role of guiding the development of markets and coordinating social division of labor;secondly,the state introduces the goals of use-values which correspond to national strategies and projects,being integrated with micro-level goals pursued by firms,and makes them as relatively dominant guidance.It can be shown through the experiences of development of China’s strategic and foundational industries that a creative combination of basic economic institutions and other crucial institutions opens up a transformative process of institutional change which forcefully facilitate the progress of new quality productive forces by means of establishing new forms of relations of production.
