Platform Transition: The Re-Evolution of Network Governance Model

With the increasing complexity of public affairs, the paradigm of public management has gradually shifted from top-down governance to network governance. However, as an imported theory originating from the West, network governance faces numerous practical challenges within the Chinese context. Existing practices reveal that current discussions on network governance still predominantly focus on its internal optimization centered on network management, while overlooking the qualitative leap that networks may undergo during continuous optimization. In fact, the long-present "platform" element within governance networks can not only effectively address the existing dilemmas of network governance but also, through its developmental process, transition from an implicit governance tool to an explicit core governance vehicle. Ultimately, this gives rise to a new form that transcends traditional network governance.
