    Between Open and Closed——The “Technology-power” Interaction Logic of Platform Government and Its Realization Mechanism

    • Abstract

      As a kind of government model in the digital age,platform government has become an important form to improve the modernization of government governance system and governance capacity.The existing researches generally take “the mutual construction of technology and organization” as the analysis basis of the formation and operation of platform government,but ignore the influence of power structure in government organization on platform technology.Based on the retrospection of the evolution process of the current platform government,an analysis framework is constructed from the perspectives of “openness of power structure” and “embedding degree of platform technology”,and the power mechanism of the generation and operation of platform government is further presented.The research finds that the government power structure has two dimensions:function and organization.The game between the government power structure and platform technology changes the operation mode of government power,and forms two mechanisms of “technicalized hiding” and “selective presence” of power.These two mechanisms describe the game state of confrontation,adaptation and integration between platform technology and government power,and finally form a cyclic steady state of the periodic operation of government power,which is “reclusion-return-to-co-field”.
